Steve WolfgramSteve Wolfgram

As a young man, Steve created and operated a sawmill business which he sold profitably after five years of operation. He then represented the forest products industry as a trade association executive in charge of government relations and media relations in states from the Northeast to the Midwest. While working in the forest products industry, he also was actively involved in the permitting of two biomass power plants. These projects required close working relationships with local communities, media and with state and local regulatory officials. 

Steve joined Jane Cahill in 1987 to form Cahill, Wolfgram & Associates, a public affairs and project development firm where he focused on clean new energy infrastructure projects.  He worked on the successful development of an international high pressure natural gas pipeline, a natural gas fired co-generation plant and a natural gas storage facility. These projects required his direct involvement in landowner relations, public hearings, community meetings, and consultations with a wide array of local, state and federal authorities on water, wetlands, air quality, road construction and an array of other infrastructure development requirements. 

In 1996 Steve became a Vice President of Government Affairs at U.S. Generating Company, and two years later he was named VP and Chief Administrative Officer at PG&E Generating. Much of his focus at those firms was on the development of new natural gas fired power plants and a wind farm. From 2007 to 2016 he was a wind farm developer for Competitive Power Ventures on wind farms in the plains states and in three Canadian provinces. 
 
In addition to over 30 years of developing clean new energy infrastructure in the US, Steve has been actively involved for 26 of those years in infrastructure development, academic research and ecosystem conservation projects in Africa.  He has served on multiple African NGO boards relating to education and environmental sustainability, helped install a village water system, and conducted doctoral research and published a book examining the intersection of human development aspirations and rainforest conservation in Central Africa.

He is currently developing a wind farm in Singida, Tanzania, and as General Manager, Africa for Upepo Energy Partners, he is also leading the company's effort to create a pipeline of wind and solar generation development projects across East and Southern Africa. He continues to be available for other consulting assignments.
